Project Description

The Program Team has established a robust Scanning and Screening process guided by the published TPMs, to develop a robust project pipeline for electric emerging technology projects. The approach includes broad outreach to a wide range of stakeholders to provide structured guidance and encourage a wide range of high-quality idea submissions aligned with the IOU EE portfolios’ needs. This includes communicating Program priorities, application processes and scoring criteria to support their participation in the program. The Program provides two paths to submit project ideas:

  1. Idea submission includes a solution that is not yet ready for implementation. Once submitted, the Program Team can help determine whether this idea is a good candidate for funding, provide feedback, and/or pair the submitter with a partner for implementation.
  2. Project submission includes solutions that are fully vetted and ready for implementation, pending review and suggested improvements by the Program Team. It has a scope of work and business case justification with an idea of how the project will be delivered (i.e., the type of research or study that is needed), who will do the work and for how long, and how much it will cost.


In Q3, the Prioritization Framework Matrix used in Q2 to guide projects through evaluation will be utilized again. It was developed with stakeholder input from multiple sources such as: SCE and CPUC from meetings with Energy Solutions; Implementers of ET projects and past participants of the California ET programs; Program administrators from other state emerging technology programs (such as Efficiency Vermont New Product Development program, Wisconsin Focus Forward program, ComEd ET program, Northwest Energy Efficiency Alliance (NEEA) ET program and others; and Ortiz group, a project partner with extensive knowledge on the needs of HTR and DAC communities in CA. Additionally, as guidance for further refinements to the Prioritization Framework Matrix, the Program Team will rely on the feedback that has been incorporated into the existing TPMs since their development included significant stakeholder engagement to prioritize the key areas for the electric emerging technologies statewide program to lead or collaborate on that will best support future energy efficiency program needs. After reviewers utilize the Prioritization Framework Matrix to score projects, if average scores for a project submission are less than 75%, that project idea is discussed collaboratively among the review committee and a decision on next steps for the project idea (whether a project will move to Project Development or not) are decided democratically.
